In Tbilisi 48% of schoolchildren are fond of gambling, despite the fact that it is forbidden by the law, these are the results of the survey "Center for research of gambling and prevention of ludomania" that was announced at the press conference in Tbilisi.
As of today, casinos in Georgia do not allow those under 21 years old, and those under 18 years old are not allowed into the gaming salons. The latter are also forbidden to play the lottery. However, according to the study, students manage to play gambling at online casino sites or as local onlain kazinoebi say.
Gambling advertising was not restricted in Georgia.
The survey that was conducted in 10 schools in all districts of Tbilisi involved 500 boys (55%) and girls (45%) between the ages of 14 and 18. According to Guga Beselia, founder of the "Center for Research of Gambling and Prevention of Ludomania", dependence on gambling increases with age. Thus, the rate of involvement in gambling for pupils aged 15-18 years is 59%. The founder of the Center noted that they had to face a difficult situation, regardless of the district where the study was conducted.
Any person in Georgia can register at an online casino and then start playing games regardless of their age, as there is no mechanism that regulates that, Beselia said.
Mostly, according to the study, students will learn about online casinos through online advertising. The problem is that next to schools they place gambling advertisements, Beselia said.
In the near future, the organization intends to develop a bill that will address two topics: the first - a ban on aggressive marketing campaign to promote online casinos; the second - to provide online casinos with access to the data of the civil registry, so that they can control the age of those registered on their sites by ID card.
The Georgian parliament did not support the bill on introducing restrictions on the advertising of gambling or lucrative games in its first reading. Six members of parliament from the ruling Georgian Dream - Democratic Georgia party drafted and initiated amendments. However, one of them, Levan Gogichaishvili, recently left that party.
The bill was supported by only 42 deputies instead of the minimum required 63.
The main amendments were to be included in the law "On Advertising". Among other things, it was proposed to ban the advertising of gambling or profitable games on television, radio, Internet or other means of communication. The only exception was to specify these institutions as sponsors and demonstrate their logo. According to the bill, the demonstration of a game or an action related to it should have been prohibited.
It was also planned to adopt the amendments to the Code of Administrative Offences. Violators of the above norms were proposed to be fined 10 thousand GEL (about 3.8 thousand dollars).
